Restrict adding to custom List/Record

Hoping someone has bumped into this in the past.  I have a custom Entity field of type List/Record.  I do not want others to add to this list when looking at the entity.  Simpler, I want the + symbol to not be beside the field.

I have tried restricting the permission to view, but that stops them from selecting anything period.

Any help is appreciated!
