Drop Down vs List

I'm curious if anyone has figured out why on some Select fields there's a drop-down listing all the available options but at other times there's a button (>>) with a menu. (List, Search, New, Open/Edit)

I suspect that it's to do with the number of entries in that list but what is that threshold?  Also, is there a way to force one type of behaviour over the other?
