Post-Upgrade, customers can't place orders on our webstores!

We have this defect:
Defect # 187559 - SOBC Taxation: Webstore-created sales orders not supporting per-line taxation
SUMMARY: SOBC Taxation: Webstore-created sales orders not supporting per-line taxation

No one can place orders on two of our webstores after the upgrade, but this defect was only given a rating of S2.

Almost none of our customers are logged in before adding items to the cart, but apparently customers have to be logged in in order to avoid seeing various errors (ie. Please enter tax code). Who's going to log in after they see that kind of error message?
