Show Zeros Does not show all rows?

Hello,

I am in the process of creating a report that shows all of all inventory broken up by category, sub category, price range.  All the data is already set for our items.  Here is an example of what I want the report to show

                                     On Hand Quantity            On Order Quantity  Category     SubCategory 1         Price Range 1         Price Range 2         Price Range 3     SubCategory 2         etc....  Category 2    etc.....   


So far I have gotten the grouping done correctly but in some cases I don't have the Category->SubCategory 1 ->Price Range 2 item and so my report will not be uniform for all categories and sub categories.  What I have tried to do was I went ahead and created an item that had category, subcategory 1 and price range 2 but still the row will not show up.  I have tried clicking on the "show zeros" on the options tab but it will still not show up.  This report is based on the "current inventory status" report.  I'm guessing it
