pay on pay- sales report

Hi there,
Two part question:

we have net suite limited and don't have the commission module, but we use some of the sales order report by sales rep.

However, we only want to pay out commissions once we have been paid (pay on pay).

How could we modify one of the existing reports so that we pay out commission only once we have been paid.

Second question is: without the commission module, is it possible to flag some items as non-commissionable?  In otherwords, on some of our items we don't want to pay out a commission to the rep.

If anyone has any ideas, it would be appreciated!
