Saved Search - Alert e-mail when Sales Order Billed

I am having difficulty creating a Saved Search to send me an e-mail alert  whenever someone Bills a Sales Order.  I created a Transaction-based Search, and in the Criteria tab added Status is Sales Order:Billed.  On the Alerts tab, I set it up to e-mail me on Update and Changes.  However, I don't get anything when a Sales Order is Billed.

I set up a very similar report for whenever a Status is Sales Order:Pending Approval and that e-mail alert works fine.

Any idea what I'm doing wrong?
