Saved Searches - Available Filters in Footer not working

I've created a saved search on a custom record.  The saved search is working properly except that I want to set an available filter footer based on one of the fields in the search.   In the footer, the field name on which I want to filter is displayed, however, the pull down menu displays "unassigned", "mine", "my team", etc. rather than the field values displayed in the report. 

Any ideas?
