Searching for customers with NO order activity?!

I have been racking my brain for several hours now trying to find a way to create a report or search of customers who have NOT placed and order in a given period of time so we can target market to those people.   There does not seem to be anyway in either a customer search or transaction search or a combination of the two to isolate customers who have NOT ordered in a period, quarter, year or whatever.

Am I missing something or is this just not possible?
