Budget reports show zeros

I set up a group of budgets by item, basically so we could show a separate sales total for each item on our budget. When I try to run a Budget  Income Statement I get "No Data Available" and when  I run a budget vs Actual I get all zeros in the budget column. We are having a very tricky time with this whole budget thing. The only Filter I set was to choose this quarter to date.
Anybody out there have any tips?:(
