Revenue by State not working

I have run the new Revenue by State report.  About 75% of the invoices show up as "unassigned."  I've traced back a couple of transactions as a test, and the customers all have a state correctly noted in the customer record, which is referred to by the sales order, and then state.

Can anyone assist with this?
