Customer & Lead Search by Shipping State

We are trying to create a report which we can send out to our sales rep groups that only contain customers and leads in the states they cover.  However, when creating a customer saved search, the only criteria option for a state is for all addresses in the customer/lead record.  For example, we have some customers that have a central billing address but locations in minay states.  If the billing address is in Michigan and they have locations in California, right now the search result shows all all location for the Michigan report and the Michigan location on the California
