Saved Search for TAX ITEM

Not getting the correct results with this transaction search logic:

TYPE = Invoice, Cash Sale or Sales Order
CLASS = Local
TAX ITEM = not "Forsyth" (the Tax Item for local sales)

This doesn't return the right results.  Is there any trick to querying the tax item field on a transaction search?  I need to set up an alert any time the incorrect tax code is used.
