Determine package insert effectiveness

I would like to create a report to determine how many people have received a package from us and later became a customer.

We ship many package to people ( ship-to )  from friends,family etc ( bill-to).
Can anyone think of a way of creating a report to show if the recipient of a package became a customer?

Thanks for your thoughts /suggestions.  Hope this makes sense.
