Why do Upside Estimates not Display on Pipeline or Forecast Reports

Question for the NetSuite Development or advanced NetSuite users:

Why is it that when an estimate is entered with an Upside Forecast Type, it does not appear on pipeline or forecast reports? I contacted NetSuite support about this (case #824422) and they told me that this is by design but they couldn't tell me why the system was designed to function this way. I asked them to speak to someone on the product development team but they told me that was not possible. I'm not really satisfied with simply being told there is no rhyme, reason or available answer for something being implemented in NetSuite by design, so I'm
