Can we force this to show up - Rep Quota = #, but Forecasted Amt = Zero

We have customized the report: Forecast vs. Quota by Class ... utilizing these colums:

1. Sales Rep Name (Grouped)
2. Quota
3. Forecast
4. Forecast vs. Quota Variance (%)
5. Actual Sales
6. Actual vs.  Quota Variance (%)
7. Contribution % (Must < zero)

Under each Sales Rep, it stacks the Class (i.e., Product Line) with each of the columns listed above.

However when we have Reps underperforming or not forecasting anything, their assigned Quotas do not show up under their names, even when forecasted amount (to-date) is zero.

Is there a formula or way to force this Quota to show up under the Rep?
We need to know who's not doing their jobs (by viewing this report) so we know when to get a big stick after them...
