Search for Sales Orders

I need to create a search that notifies me when a sales order has been edited.  The problem we have is that we will bill a sales order and then the sales rep will go back and change a line item in it which will then automatically change the status back to pending fulfillment.  They dont let us know and we are starting to see issues with this.  In order to avoid double billing we would like to be notified if any Sales Order has been changed after it has been fulfilled.
