Report showing underachieving items

Filter #1 ...Sales = a minimum of X units for previous year.  I'm not interested in changes in sales if the item never moved to begin with.

Step #2 ...total the sales for each item for the previous quarter. Total the sales for each item for the previous quarter one year ago.  We would need to NOT include the top 3 biggest volume sales orders (for each item) so that a few fluke orders don't skew the results and make an item appear more popular than it actually was.

Final Step.  Show the top 20 item with the largest % decrease in "popularity" from one year to the next.
