Administrator Activity Report from System Notes

I'm trying to produce a report from System Notes of any activity or changes made by a member of the Administrator Group. I can certainly do this by entering the static list of Administrators into the "Set by" criteria, but that creates a maintenance PITA.
I tried creating an Employee based Group of the Admins but the Group name does not appear in the selection list in the Criteria dropdown list.
Any ideas are appreciated....
