Est. Extended Cost (Line) Showing Zero

I have a question about the Est. Extended Cost (Line) field in a transaction report. I'm trying to understand why the value is showing $0 for certain items. The costs estimate type is set to average cost for these line items. I have verified that average cost is being accurately calculated on the item record based on the purchase prices. There are sales for this item, so why is the Est. Extended Cost (Line) field not calculating a value?

This is the criteria in my transaction search:
Type is Invoice 
Item : Type is Inventory Item 
Main Line is false 
Closed is false
