User Can't Share Report

Hey all,

I have a user that cannot seem to share his saved reports with his team.  We have tried sharing it with the roles, groups and so on.  He is using a custom sales manager role and trying to share reports with his sales team.

Is there a permission to share reports somewhere that is global?  Has anyone ever seen this?
