Default criteria for searches

Our business has a requirement to establish some default criteria for customer searches, in order to prevent sending campaigns to certain clients. Is it possible to set these default criteria up? I know it must be possible to set up default results, since we have a set of custom fields already returned when setting up a new search, but I'm not sure whether the default criteria is able to be added as well.
