Tax Item Reporting

I am looking to run a report (or search) that would display the hierarchy of all active tax groups and rates with the rollup of tax codes and aggregate code rates, along with associated Sales Tax Agency.

For example:
->Tax Group 1 (5%)
-->Tax Code 1 (2%) - Tax Agency
-->Tax Code 2 (2%) - Tax Agency
-->Tax Code 3 (1%) - Tax Agency
