Mainline switch for Reports

Is there an equivalent to the Mainline switch in Reports? Or some other way to force a report to use header values for Class/Department/Location instead of the values on line items (which may also be null)?

We are in the process of changing the way we use the various classification fields and we don't have past data migrated to all the right places yet. In the meantime, we have a lot of reports that aren't pulling the data we want. If I create a Sales Report and group by Department, the results are coming up as "No Department" if the line items are empty, even though the header is populated correctly.
