Actual Utilization by Resource Report

I noticed that NetSuite deprecated the "Utilization by Employee Report" and replaced it with the "Actual Utilization by Resource Report" and the "Planned Utilization by Resource Report".
The good news is that on the new reports it calculates the Available Time by looking at the Hire and Termination date on the Employee Record so it only shows Available Time when they were hired. That was one of the issues we had with the original report.
The issue is that the "Utilization %" on this new Report is using the "Actual Time" and not the "Utilization Time" like it did on the previous report. I'm not sure why the Report was created that way or way it didn't just give both options.
