Physical Inventory Worksheet doesn't show all items

How am I just now realizing this after 8 years?
The Physical Inventory Worksheet report does not list all active items.  Best I can tell, if there has never been a decrease in inventory from sale or adjustment it does not show on the report.  Well...that's silly.  I still need to verify its still there.
Anyone ever notice this and found a filter to force ALL active items to show on this report as they should?
