Restricting sales by rep summary

I would like to ensure that sales reps can pull standard reports like Sales by rep summary, but restrict them from seeing other reps results. At the same time, ensure they have access to all customers without "owning" them.

I have tried adjusting the roles settings, but irrespective of the Employee Restrictions setting, some reps still show and "unknown" still shows. Also tightening this setting restricts the rep from searching for other customers.

I am assuming this is just a role configuration issue. Any advice?
