Add or Update campaigns with web services?

I found this thread https://usergroup.netsuite.com/users/showthread.php?t=2216
but it wasn't clear to me whether or not it was possible to create or edit campaigns via web services. The code that sklett posted seemed to use lead source (which is created by campaigns) but didn't seem to actually target the campaign records themselves. Am I mistaken? What actions can be performed on campaigns using web services?
