Partner Category not defined for GetAll operation

The v2_5_0 WSDL doesn't define Partner Category for GetAllRecordType:

https://webservices.netsuite.com/xsd/platform/v2_5_0/coreTypes.xsd

This looks like an oversight to me - is that the case?
