Beginning Web Services 101

I need to look into and start implementing web services for integration of systems.  Mostly I would be looking to import via web services invoices from csv files.  Any help on where to start and what programs to use and what other software and/or systems I would need to look at would be greatly appreciated.  Basically I am looking for advice on where to start so I don't waste my time looking at things I don't need to.
