Customer.groupPricingList is null

i'm trying to programmatically retrieve a group pricing list for a specific customer (which has group pricing info), but i keep getting a null value.  just to be safe, i set item pricing info for that customer, but Customer.itemPricingList also returns null.  i've added several line items to both group pricing and item pricing, saved multiple times, but i still get null values for both of those lists.

what is happening and how do i fix it?
