Can't specify shippingCost on a Sales Order

I'm attempting to submit a sales order via web services, and I am so close to success I can taste it.  The one hangup I still have is orders where the customer pays shipping (which doesn't always happen).  I'm already calculating the shipping cost to the customer so I'd like to set it in the sales order.  However, when I try to do that I get an error stating that I don't have permission to do so.  I have turned off "automatically charge for shipping" in the Netsuite config, which (according to the doc) should let me set the shipping
