Creating new categories

I need to know if/how I can set up new categories that will match up with another service, starting with new Catalog category, then branched to hardware and software categories, and so on.  Can I do this in web services?  I've also tried creating this structure through the UI, but said I had to choose from existing categories to subcategorize from.  I don't mind using existing Catolog category, but only gives me Catalog:Networking or Catalog:Special to choose from.

If I can do this in web services, does anyone have code to show how?
Or if it can't be done, how do I create new "root" catalog category to create my structure from?
