Web Services and NS Licensing - how does that work?

We use NS in the office and we would like to create mobile access via a WAP page so that our staff can do mobile lookups.  We are considering using the NS Web Services or ODBC.

What are the NS Licensing implacations?  Do I have to buy another licence for the webserver or is NS OK with us just selecting say the admin account credentials and using that? 

Will NS Log out the user that we use if a mobile user logs in?

Is this the same for ODBC?

Any advice / information greatly appreciated!
