Unable to use Gift Certificate on SalesOrder with WSDL 2.6

case # is 733585

While creating a sales order in NetSuite through the API we receive the error:

INVALID_KEY or Item not found.  I know that the Gift Certificate is valid because I can use it in the NS UI.  It is only an issue when using web services.
