Login Permissions Help

Sorry for the newbie question regarding login permissions but I am stumped.

The return from my web service login is an exception indicating

"You do not have permission to access web service feature."

Pretty obvious I'm sure but the admin says he has assigned the web services permission to the role I am using as a parameter to login and that web services have been enabled for the company account.

He even made this role to be the default role for web services and I still get the "You do not have permission to access web service feature."

Thanks for any help.
