Role works in UI, but throws errors in WS

I have just finished setting up a WS only role for a shipping & Receiving clerk.  I have tested the role in the UI and it seems to work fine.

When I try out the WS role the first operation I do throws a permission error saying the operation requires Transactions > Sales Order

problem is the Role DOES have that permission (View).  So I try FULL just to see if that makes a difference and it didn't.  It still throws the same exact error.

I'm positive that I'm specifying the correct role
I'm logging in again after every role change to get a fresh session (and role table)
