Usage Billing Issue: How difficult to do this using webservices?

We sell software-as-a-service and our billing is usage based. Our backend system (the product we sell) has UI reports that we can manually run for a “usage” figure for a particular customer and date range. Our development team says that our newly built API interface (into our backend) is a beta, but is almost ready to go….
Our typical customer would have a contract with us that would include a start and end date (let’s say May 5, 2008 through May 4, 2009), and they are then supposed to be billed for usage on a monthly basis (June 5th, July 5th, Aug 5th etc…), however, this process is currently completely manual and we need to update it.
