WS returns old values for list

The values on our purchaseOrder_expenseList_location list where updated, and are available in the UI. However, when I retrieve the list programatically, the old values are returned.  I am running in a Sandbox, but confirmed that the changes are available both environments.

Has anyone seen this before?
