External program needs NS ccard communication

We currently have a web application in vb.net that accepts a customer request for service (hotspot signup for a day a week or a month).  I take their billing info and service length and ccard info - pre-authorize by checking for completeness  and calc on ccard number info, then if that passes I run the card and if authorized create their login account in sql server database with expiration date based on their service period selected and generate an email to inform us of the new user signup.  This went into merchant account and was handled via manuall process with
