Transaction search returns different shipAddress and transactionShipAddress

I've been chasing this bug in my system and finally determined that it appears to be related to a Netsuite issue.  I'm doing a transaction search and for one particular transaction the address returned in transactionShipAddress does NOT match the address displayed in the UI.

In the below soap you can see the difference, I have removed everything but the relevant sections:
