Set Tracking Number through Web Services

We are attempting to set the tracking number for a package on a fulfillment record via web services and having difficulty.

Basically, we are trying to reference the Internal ID of the fulfillment transaction and set the value for the tracking number or numbers.  it is not critical that the correct tracking number is attached to each package if there are multiple packages on the fulfillment.

Does anyone have any suggestions on how to accomplish this using .NET and Web Services?
