Web services: attach an uploaded file to a project record

Hi everyone,

This is all done via web services for clarity's sake...

I am successfully uploading files into a directory of my choice through web services, easy enough.  After uploading the file, I need to be able to "attach" uploaded files to a specific project records.

Is there some other way that I am to attach/foreignkey an uploaded file to a specific project record?

How do I connect uploaded files to project records?  I have already gone through the fileCabinetTypes.xsd and there does not appear to be a field that functions which would allow me to tag a relationship.
