CustomFieldList returns empty

I'm having some issue with customFieldList returning empty.  I've looked on records where I know there should be values buththere are none.  I've looked at Custom Records and Item records.  It definitely feels like a permission issue but I am logged in as admin.  The UI appears fine.  Any ideas?
