Emailing a customer via Webservices?

I can't seem to find a way to email a customer from a web service call.  We have a separate billing tool and we want to email the customers monthly but have it recorded in Netsuite.

We could run a batch in Netsuite but all the info is in our billing tool so I thought why not build a WS to 'sendemail' so it is attached to the customer record.
I did a 'message add' but no email was physically sent.  Does that mean I have to email from the billing tool and just mark it in Netsuite that it was sent?
