Setting Tax Schedule

How would one set the tax schedule when creating assembly items via web services?  I am doing the following but what is the RecordRef type and what should the internalId or other properties be.  The below code is not working.

     RecordRef taxSchedule = new RecordRef();       taxSchedule.setInternalId("Taxable");       item.setTaxSchedule(taxSchedule);
