Web services working before but was broken and fixes itself again.

We have always been having issues with web services after every Netsuite upgrade. It is painful and takes a long time to figure out why when something that worked before breaks for no apparent reason.

We have the same soap message to retrieve resellers based on different states. The message is the same except for one line which says ""NSW" or "NT" or "QLD" or "SA"
<platformCore:searchValue>NSW</platformCore:searchValue>

For some reasons, there were errors with a few of the states that we recently made changes to the record since the upgrade and I noticed that the states that didn't work had a new field "Budget Approve" set automatically as FALSE when someone edits the customer record.
