NetSuiteBindingStub?

I need to use NetSuiteBindingStub to set some preferences when updating a support case.  Problem is, there is no NetSuiteBindingStub contained within the jar file that was created from the WSDL.  We are using version v2009_1_0.  Is anybody else having this problem?
