Update A Sales Order Item Location - I get INSUFFICIENT_PERMISSION error

Hi,
Thank you in advance. I'm very new to the WebService and any help is appreciated.

I'm trying to edit a sales order. I have, for example, 4 items in a sales order with different inventory location and the salesOrderInternalId = 96175. In the example the inventory location InternaIDs are 3 and 12.

item#1 Description#1 ... Location=12
item#2 Description#1 ... Location=3
item#3 Description#1 ... Location=12
item#4 Description#1 ... Location=12

I want to edit the item location=12 and change it to location=3. This I'm able to do. But as I update I get this error:

[Error]: [Code=INSUFFICIENT_PERMISSION] You do not have permissions to set a value for element item.quantityonhand due to one of the following reasons: 1) The field is read-only; 2) An associated feature is disabled; 3) The field is available either when a record is created or updated, but not in both cases.
