Reverse Phone Lookup with Address in Netsuite

Has anyone implemented or know of a netsuite partner that has done the following.
A. Webservices with a reverse phone lookup
b.  Phone number is entered, data is popped into the address subtab if new customer with new customer record
c. If not new customer, pop or alert that the phone number customer exist
