Setting Conditional Default Preferences

We are updating our web services end point to the 2011.1 version; while the update has gone smooth in most areas I cannot locate where the conditional default preferences have been moved.

The preferences still exist in NetSuite and in the past were able to be set in the preferences section via web services.

Are these preferences still available to be modified by web services and if so where have they been moved to?
